SG Little River Holdings, LLC will only hire responsible contractors. Those contractors will (i) agree to comply with all applicable requirements under state or federal law; and (ii) to our knowledge, will not have been found liable by OSHA for safety violations or the Department of Labor for wage theft in the previous 5 years.

Responsible Contracting

The project developer will follow all state, federal and local contracting laws. All general contractors and subcontractors will also be held to maintain all local, state and federal OSHA and other workplace requirements.

Section 3 & Minority-owned Businesses / Women-owned Businesses / Small Businesses

The project developer will:

  • Hire a minimum of 25% of new hires from Section 3 (public housing and low-income) eligible residents as local construction and permanent hires

  • Award a minimum of 30% of the value of construction subcontracts to certified Section 3, CBE, DBE, S/M/WBE, and Labor Surplus Area firms

  • Provide for preference of 30% of all permanent post-construction jobs to Section 3 residents

  • Provide $450,000 for educational and job training programs

Job Training and Hiring Program

The developer will:

  • Generate 600 Section 3 construction jobs

  • Create and implement a Developer mentoring program

  • Pay Davis-Bacon Wages

 

Worker Heat Protections 

During 2024, Miami-Dade County issued 3 heat advisories due to extreme heat conditions during the summer months. The Developer is committed to worker safety and will implement a first of its kind model to address growing concerns around heat protections through multiple measures. The Developer will implement heat protection protocols to avoid workers overheating and heatstroke.

Statement From Developer Regarding Weather Concerns Related to “Heat” in the Atmosphere That May Impact Construction Workers

SG Little River Holdings, LLC (“SG”), acknowledges that daily temperatures, especially when there is significant heat in the atmosphere, can have an adverse effect on the health and well-being of construction workers. SG in its development of “Little River,” the affordable and workforce housing mixed-use development that is under the jurisdiction of U.S. Department of Housing and Urban Development’s (HUD) Rental Assistance Demonstration (RAD) program, will adhere to all local, state and federal requirements regarding safety at the workplace for construction workers though its General Contractor.

Appropriate education of workers and construction managers on heat protection will be provided on-site.

There will be provision of adequate safeguards, including access to liquids and cooling tools as well as shaded areas to prevent and mitigate negative health effects on workers due to excessive exposure to heat.

SG will be subject to monitoring by state and federal agencies regarding work conditions. SG also will be procuring the services of Community Awareness Construction Services (CACS) to oversee compliance with on-site work requirements, the proper use of Davis-Bacon wages and other government programs. CACS is a Miami-based woman and minority owned small business enterprise.

 

Local Hiring & Wages

The developer will pay Davis-Bacon wages to every construction employee on the site. 

Retail tenants will be also be required to pay Davis-Bacon wages for construction of their stores and will hold job fairs that will assure first choice of jobs to the local community (zip codes 33138 and 33150). Career Source will be available to assist in this effort. 

 

Independent Monitoring

The developer will employ the independent monitor, Community Action Construction Services to monitor compliance with construction wages, hiring, and worksite requirements.
